To The Editor:
This week the first of three hundred survey cards were sent out to the homeowners that voted in the last election. The survey cards look like the sample card below.
If you received one please take some time to read and send the survey back.
It will not cost you anything other than a little time.
Hello taxpayer and voter:
I have an idea I’d like to discuss with you and bring it to your attention so you can give it some thought, as I have.
Recently I presented an idea about the possibility of dissolving the city of Fulton with the expectation and hope of saving it for future generations. Of course, there are many questions that have to be answered first before any action can be taken.
There are simple questions but there are difficult ones, too.
The complicated questions need to be presented to a higher authority so they can be answered adequately.
My answer to simple questions are: I can envision the city of Fulton becoming the village of Fulton on the east side and the village of Oswego Falls on the west side, as it once was long ago.
There could be a small police department [like the village of Phoenix, Liverpool and Baldwinsville, etc.] and a smaller fire department like the above mentioned villages.
There could be a smaller DPW—all sharing services with the towns of Volney and Granby.
Will answering these questions mean we will petition the Futon Common Council?
No.
Petitions for change would have to be carried and signed by a percentage of the voting public.
Then and only then would they be oriented to the Common Council.
Will your taxes go down?
Probably not for a while.
Will your budget go down?
Yes.
The first step is to petition the governing body, which is the Common Council, to petition the State of New York to dissolve the city of Fulton through a referendum vote during an election season.
This is a long process.
Nothing will be final until you the people vote to begin the process.
I have attached a questionnaire for you to fill out and return to me.
Note I will ask you to say yes or no.
This will give me a sense of whether or not to continue with more surveys.
So please send this back if you are in favor or if you are against dissolving the city.
If I get more no than yes, then the idea will end because that is what the people want.
Check only one box
[ ] Yes, petition the Common Council
[ ] No, do not petition the Common Council
If you would be willing to serve on a committee to work toward dissolving the city of Fulton or would bewilling to carry petitions for signatures, please place your name and address below.

Isn’t this something! An elected official that is going to listen to the public. Wish there were more like him.
The first 100 results are starting to come back. Right now it is….6-YES…and 16–NO’s…so 22% returned and over 75% say NO so far. Some interesting comments. What some people don’t understand is that this was one of two idea’s. And from the get go I have always said it will be up the people not me. Just being a Public Servant not a politician. The next 100 will start being delivered this week. I plan on a total of 300 for the east side.
