NY DOT Commissioner Opens $2.1 M Goble Marina, Recognizes Scriber Achievements

OSWEGO, NY –New York State Department of Transportation (NYSDOT) Commissioner Marie Therese Dominguez was joined for a ribbon cutting by local dignitaries, members of the Port of Oswego Authority (POA) board and CEO/Executive Director William Scriber to officially open the new, $2.1 million Goble Marina on the site of the former Goble Dry Dock and Shipyard, adjacent to the Port’s West Pier.

            The project, which received more than $1.75 million in grant funding through the State’s Lake Ontario Resiliency and Economic Development Initiative (REDI), includes a new docking system that is better able to withstand extreme weather events and will help ensure that this popular location for recreational boaters seeking access to the City of Oswego’s vibrant downtown area is ready for the challenges posed by global climate change. The marina was one of five REDI projects at the Port of Oswego receiving a total of $2.3 million in funding awarded by the REDI Commission.

“The 24-slip Goble Marina has modern docks with both power and water available, “ said William Scriber, POA CEO and executive director. “It also has a pavilion and updated bathroom facilities—all within walking distance to downtown Oswego—and will focus on the boating community and allow direct access to the many local businesses downtown.” Included in the new marina is a docking area for the H. Lee White Museum’s boat for lighthouse tours. The Port owns the Oswego Marina and the original Port of Oswego.

            “Today is truly a celebration of the wonderful collaboration that has taken place between our state and local REDI partners,” Commissioner Dominguez said. “As a REDI Commissioner I have participated in this cooperative effort to fortify the Lake Ontario and St. Lawrence River shoreline communities against the increased frequency of extreme weather. With this final project, the last of five projects that are now complete, we have made significant investments to fortify this gateway to recreation and global commerce – making sure we can accommodate maritime traffic and cargo which is crucial for the region and state’s economic future. Thanks to Governor Hochul’s continued investment, each project undertaken within the REDI framework is contributing to a more secure, resilient, and prosperous future for New York and I could not be prouder of the work New York State DOT has played along with our partners, to bring these amazing series of projects to life.”

Under the REDI program, the Port of Oswego Authority was awarded $1.8 million dollars to create the new marina. They also received an additional $361,284 from the Passenger Freight Rail Assistance Program for the project. The Port of Oswego was awarded five projects totaling more than $2.3 million in grant funding through the REDI program. The additional four projects are complete, and include:

  • East Operating Dock, $300,000 award: Installation of a cellular steel sheeting wall to break high water wave action in the impacted area to protect the north end of the East Operating Dock. This project will also protect the integrity of the dock, ensuring continued operation and maintaining public safety.
  • Port Authority Marina, $40,000 award: Installed new, self-adjusting docks to replace docks that were at a fixed elevation.
  • Port Authority West Pier, $149,513 award: Shoreline stabilization measures along the West Pier where high water and excessive wave action had negatively impacted the berm.
  • West Pier, Le High Cement, $70,000 award: Underwater wall repairs that sealed the face of the wall and will prevent future loss of fill behind the wall, stabilization of the existing concrete cap using tiebacks and reconstruction of the working pier surface behind the wall.

The Port owns the Oswego Marina, the original Port of Oswego, and is the only deep-water marina in the Oswego Harbor and one of a few on Lake Ontario on the New York side.

 “I have dedicated myself to elevating the Port of Oswego to a position of prominence among the Great Lakes and New York’s transportation industry,” Scriber said. “I’ve worked cooperatively with Gov. Hochul’s office and the Dept. of Transportation to gain support for projects that both enhance our capabilities and solidify our position as a leading Great Lakes port.”

Commissioner Dominguez also recognized Scriber’s accomplishments in the Port’s thriving growth over the past five years, especially partnerships with the NYSDOT on such projects as the Port’s $15 Grain Export Center, which gives local farmers the opportunity to ship their grain internationally from Oswego, rather than trucking it to far away ports like Baltimore—saving on carbon emissions and creating a cleaner environment. She presented him with a Certificate of Appreciation “For exceptional work and dedication to excellence.”

A U.S./Canadian research study shows that, over the past five years, The Port of Oswego Authority made a $513 million impact on the local and regional economy and supported 2,229 jobs by its maritime activity. The Port of Oswego generated $201.2 million in wages, salaries, and local consumption expenditures for the regional economy. The port is home to 14 companies that utilize the harbor for domestic and international operations, as well as the Oswego Marina, the Goble  Marina, H. Lee White Marine Museum, and historic maritime district. The ort supports nearly 120 vessels, allowing more than one million tons of cargo to pass through the port on an annual basis.
