Members of the Common Council and Harborfest’s board vowed to keep the lines of communication open as they plan for the 2011 and 2012 festivals. On Sunday, at about 8:49 a.m., a victim reported that at about 3 that morning she had been assaulted by an adult male, with whom the victim had a prior relationship and during the assault was unlawfully restrained.
