Development of a comprehensive economic development plan is one of the first steps that an anti-poverty task force will take in an ambitious plan to reduce poverty and unemployment in Oswego County. The Phoenix teen arrested and accused of committing a fatal stabbing at a party in Hannibal in October pleaded not guilty to manslaughter and assault charges at Oswego County Court on Dec 15. Markee L. Cathcart, 19, allegedly stabbed Sean D. Leonard, 23, at a party outside a residence at 99 Kellogg Road in Hannibal in the early morning hours of Saturday, October 24.

At approximately 2 p.m., a 2008 Hyundai SUV, being operated by Mark J. Hewitt, 45, of 101 Ellen St., Oswego, was approached by investigators as it sat curb side on East First Street at East Mohawk Street. Investigators had interrupted an alleged sale of heroin between Hewitt and a second person, police said.
