FULTON, NY – On May 12 at approximately 3:30 a.m. Scott Brien, 43, of Phinney Road, Hannibal, was arrested for multiple vehicle and traffic and penal law charges including Unlawful Fleeing a Police Officer in the Third Degree.
While on patrol, a Fulton police officer reportedly witnessed a vehicle being driven by Brien fail to yield the right of way when entering a roadway and Brien was witnessed allegedly texting.

When a traffic stop was attempted the vehicle failed to stop and was pursued for approximately 10 city blocks until the vehicle stopped and Brien then fled on foot, police said.
After a brief foot pursuit, Brien was taken into custody.
Brien was charged with six vehicle and traffic infractions and Aggravated Unlicensed Operation in the Third Degree an A Misdemeanor. Brien was also charged with the following penal law crimes, all of which are A Misdemeanors:
Unlawfully Fleeing a Police Officer in a Motor Vehicle in the 3rd Degree
Reckless Endangerment in the 2nd Degree
Resisting Arrest
Obstructing Governmental Administration in the 2nd Degree
Criminally Possessing a Hypodermic Instrument
Brien was also wanted on a New York State Parole Warrant and an Onondaga County Sheriff’s Department Warrant.
Brien was arraigned in Fulton City Court and held on $5,000 cash bail.
He is currently being lodged at the Oswego County Jail.
