Hannibal Street Residents Speak On Speeding Concerns During Fulton Common Council Meeting

FULTON – Residents of Hannibal Street gathered to speak together at the Fulton Common Council meeting last night, September 1, in regards to their concern of tractor trailers and other vehicles speeding down the street.

Caroline Holland spoke on this concern during the public comment session of the August 4 council meeting as well and followed up with what has been done since then. 

Mayor Deana Michaels said a traffic study of Hannibal Street will begin today. 

“Last week I saw a logging truck with a trailer loaded to the brim with logs. We don’t need that on Hannibal Street,” Holland said. 

Another resident said their street is highly residential and is worried for her neighbor’s children who often play soccer in their front yard with vehicles going up to 60 miles per hour down the street. 

An additional resident said his biggest complaint is the Butler garbage trucks speeding through Hannibal Street when they do not pick up on that street.

First Ward Councilor Tom Kenyon said he has put a work order in for speed limit and weight limit signs on the street, and wants to change the speed limit from 30 to 25 miles per hour. He said once the traffic study is completed, they will be able to answer the residents’ questions.

“You’re right. What we need over there is not a radar machine; we need a cop over there giving some tickets out, like Phoenix,” Kenyon said. 

Fulton residents Frank Castiglia also commented, offering insight as a previous county legislator, saying the traffic study will help the police to know what times the street experiences the highest number of speeders so officers can be on the lookout at those times. 

Following public comment, the following resolutions were all unanimously passed:

  • A resolution of respect for Fulton native Ronald Spencer was passed. Spencer, 92, died April 6, 2020. He was a Navy veteran, worked at Sealright and retired from the city’s sewage treatment department after 30 years of dedication. 
  • A resolution of respect for Fulton native James McNamara was also passed. McNamara, 86, died August 21, 2020. He was an Army veteran, retired from Niagara Mohawk, and served the city as 5th Ward alderman for 20 years. 
  • Approval of the minutes of the August 18, 2020 meeting. 
  • City Clerk Daniel O’Brien’s July 2020 report in the amount of $6,785.75 was approved and placed on file. 
  • Pursuant to Article 57-A of the Arts and Cultural Affairs Law, the council approved to legally dispose of valueless records.
  • The City Clerk was approved to advertise for sealed bids for Gasoline and Diesel fuel. Deadline to send bids to the City Clerk’s office is September 14, 2020, at 2 p.m.
  • The council approved to reject all bids for 2020 Tree Maintenance with the recommendation of Department of Public Works Commissioner CJ Smith. Branches Tree Service bid in the amount of $21,400 and Mid-State Lawn and Tree Service bid in the amount of $55,425.
  • The council approved to reject all bids for 2020 Stump Removal. Mid-State Lawn and Tree Service bid the amount of $52,370.
  • The City Clerk was approved to advertise for sealed bids for both Tree Maintenance and Stump removal. Bids may be sent to the City Clerk’s office until September 29, 2020 at 2 p.m.
  • The city was approved to sign a contract with Constellation Energy & Watts Marketing Services, Inc. for electricity and natural gas from September 1, 2020 to September 1, 2021.
  • The council approved to hold a public hearing to be held during the October 6, 2020 Common Council meeting, in regards to an amendment to Chapter 253 Section 253-1 “Growth and Maintenance Restrictions.” 
  • The council approved the sale of 361 North 1st St. to Erie Enterprises, LLC. in the amount of $155,000.
  • The council approved the sale of 505 Utica St. to Jose Francisco in the amount of $15,000.
  • The council approved the sale of 215 West 1st St. South to Brian Heron in the amount of $13,000.
  • The council approved the sale of 308 Erie Street to Limestone Ridge, LLC in the amount of $8,000.

During her closing remarks, Mayor Michaels said the council has decided to not move forward with the proposal to triple the cost of rental permits and decrease the permits’ lifespans by two years. 

The next regularly scheduled common council meeting will be held Tuesday, October 6, 2020, at 7 p.m. in the Municipal Building.

  1. Changing the limit to 25 wont slow down the people going 50. They all know they are over the limit. Try doing some radar on the road. A few dozen tickets should slow things down.

  2. I don’t know how anyone can go 50 mph on Fulton city streets and still have tires and rims on their vehicles

  3. try South Fourth street! From Utica to Academy is like Watkins Glen! Speeding and weaving around the vehicles parked in the streets where the Landlords aren’t held accountable to the City Charter for tenant parking laws for parking per residential unit.
    Frequent speeding ambulances and buses too. Buffalo and South Fourth has a few accidents yearly. A Fulton Officer, Sheriff or Trooper would do in case there’s a shortage of manpower for enforcement. This area should also be a school zone as CITI Boces dominates the streets in the am. The Park could also use some visible deterrence.
