OSWEGO, NY – Visitors at Harborfest’s Jazz Stage this year could enjoy a cold beer or glass of wine along with the cool jazz.
At its meeting Monday night, the Planning and Development Committee gave a favorable recommendation to a request from Harborfest to have a beer and wine garden in Washington Square Park.
According to Tom VanSchaack, director of Harborfest, they are seeking a waiver of the open container ordinance in order to have a “very small area†in Washington Square (East) Park during Harborfest 2010 similar to the Lake View Café in Breitbeck Park, where alcohol would be served.
It would be a smaller area than the one on Breitbeck, he told the councilors. It would be secure with no alcohol going in or coming out, he added.
The fenced-in beer and wine garden would be operated by Harbor Festivals. GS Steamers operates the café in Breitbeck.
Harborfest would like the ordinance waived July 23 from 11 a.m. to 10:30 p.m., July 24 from 11 a.m. to 11 p.m., and July 25 from 11 a.m. to 4 p.m.
Harborfest would provide a sufficient amount of security and will control access and egress and everyone who gains access to the area will be subject to ID and age wrist banding, VanSchaack said.
The full council will consider the request May 24.
The committee also approved a request by Nick Sereno, one of the owners of Lighthouse Lanes, to waive the noise ordinance for June 25, July 30 and Aug. 27 in order to have outside bands playing from 6 to 10 p.m. each day.
At its meeting Monday night, the Physical Services Committee recommended the Common Council take lead agency status on two sewer projects.
Tony Leotta, city engineer, requested the Common Council be designated at the Lead Agency for the Flow Monitoring – SCADA / CMOM Program, which is part of the West Side Sanitary Sewer System Consent Decree.
And he requested the Common Council be designated at the Lead Agency for the Temporary Disinfection – West Side Excess Flow Management Facility, which is also part of the West Side Sanitary Sewer System Consent Decree.
Both requests were sent to the full council for consideration.
Leotta also requested use of public space on behalf of Atom Avery.
The owner of an eight-unit apartment building at 198 W. Fifth St. wants to install a six-foot by 10 -foot utility building, fronting on West Fifth Street.
The committee gave the request a favorable recommendation.
The committee also recommended accepting the donation of a park bench from Michelle Carrea. It would be placed in Breitbeck Park in memory of her mother, Suzanne King.
