OSWEGO, NY – At its meeting this week, the Oswego Common Council waved the green flag for a couple of large summer events.
Approval was granted for a request from Shane Broadwell, Tri-Oswego Triathlon race director, for use of several city properties for the Tri-Oswego 2012 Triathlon on June 16 and 17.
Broadwell requested to set up in several areas on June 14. He also requested use of the McCrobie building bathrooms on June 15 and 16. And, he requested that the Noise Ordinance be waived for June 16, from 8 a.m. to 9 p.m.
John FitzGibbons’ request, on behalf of the Oswego YMCA, use of Breitbeck Park and the McCrobie Civic Center for a Sept. 8 event – Dragon Boat Community Festival was also OK’d.
FitzGibbons was also granted use of the transient dock at the northwest end of Wright’s Landing and use of the dry boat lift at the International Marina to launch and remove the dragon boats from their trailers.
Councilors also approved a request from the Oz Roller Girls for a three-year commitment (2012-2014) from the city to set the rental rate for their events to be held at the Crisafulli Skating Rink at $60 per hour with a minimum of six hours per event.
This commitment wouldn’t require the city to remove any rink glass for any event.
In addition, they are requesting to be exempt from acquiring a peddling and soliciting license to cater their events for the same three-year period.
A landfill permit submitted by Barbara Donahue, in order to landfill approximately 0.042 acres on property she owns at 30 Smith Beach Road was approved.
The City Clerk was authorized to schedule a public hearing for the proposed zone change at 81 E. Fourth St., from a R3 Residential to B2 Central Business. It will be held at 7:10 p.m. March 12 in the Council Chamber.
The councilors approved amending the Credit Card Policy.
According to Deborah Coad, city chamberlain, and Michael Riley, purchasing agent, many vendors no longer accept purchase orders or offer direct credit.
So, they asked to raise the credit limit from $7,000 to $10,000.
The council approved Local Law #1 of 2012 – amending chapter 199 Sewers of the Code of the City of Oswego
The purchasing agent was authorized to seek bids for the Sanitary Sewer Rehabilitation Area 1 (Part 1) – Turrill Street Basin, EFC No. C7-6344-19-04 project in accordance with the plans and specifications prepared by GHD Consulting Engineers.
He was also authorized to seek bids for Third Avenue Sewer Extension.
Plans and specifications were prepared in June 2009 to extend the storm sewer on private property adjacent to Third Avenue.
The storm sewer is required to alleviate a severe storm water problem, which affects single-family homeowners on the west side of Third Avenue.
The city has secured easements on the private properties for installation of the storm sewer.
The city chamberlain was authorized to sign all documents necessary to seek funding from the Environmental Facilities Corporation for the Area One Sewer Rehabilitation Conveyance System Improvements Project.
Councilors also OK’d a bond resolution – $8,096,000 – to pay the cost of the Area One Sewer Rehabilitation Conveyance System Improvements Project.
The city clerk was authorized to issue licenses for nine companies that have submitted applications and have deposited with the City Clerk the required fee of $500 for a Major Hauler and $50 for a Minor Hauler for a 2012 Solid Waste License.
Tory DeCaire, police chief, was authorized to send four police sergeants to a three-week course in Police Supervision April 16 through May 4.
The training will take place at the Solvay Police Department located at 507 Charles Avenue, Solvay.
Jeff McCrobie, fire chief, was authorized to send one personnel to a three-part code enforcement training in Henrietta on Feb. 28 – March 1.
The second part is scheduled for April 17-19 and the third part May 9-11.
The fire chief was also authorized to send two personnel to Scott SCBA Maintenance course in Montour Falls at the NYS Fire Academy on March 30 – April 1.
