Oswego Eyes Fee For Use Of Breitbeck Park

OSWEGO – Couples looking to celebrate their weddings in Oswego’s Breitbeck Park are likely going to be hit with a fee.

At Tuesday night’s Administrative Services Committee meeting, councilors gave a favorable recommendation to a request by Tom Kells, DPW commissioner, to approve a charge a per hour fee for use of Breitbeck Park (non-pavilion area) for weddings.

In past years, there has been no charge for use of Breitbeck Park outside of the pavilion area.

Kells is suggesting:

• Up to and including one hour – $25
• More than one hour, up to and including two hours – $50
• More than two hours, up to and including three hours – $100
• More than three hours, up to and including four hours – $200
• Anything more than four hours will be charged a rate of $100 per hour.

These weddings will be considered ‘events’ and the person will need to speak with Events Planning at Community Development.

Among Other Action:

The Engineering Department requested the mayor be authorized to accept the Engineering Design Services Proposal with CH2M for Eastside Wastewater Treatment Plant Asset Management Plan Improvements, and sign appropriate agreement in the amount of $470,000.

The city submitted the plant’s Assessment Management Plan Improvement Report to the NYSDEC. Recommended improvements included instrumentation, electrical infrastructure and HVAC upgrades.

The department also requested the mayor be authorized to accept the Engineering Design Services Proposal with GHD for Eastside Wastewater Treatment Plant Asset Management Plan Improvements, and sign appropriate agreement in the amount of $651,000.

Oswego was awarded a grant for competition of the project(s) in an amount not to exceed $1,396,250.

The chamberlain will advance funds for services associated with the projects with the intent to reimburse same from funds made available from the issuance of long-term bonds and the grant.

Caroline Anderson, animal control officer, requested permission for the mayor to enter into a contract between the city of Oswego and the town of Hannibal for dog sheltering services at the Oswego Animal Shelter.

The contract will encompass the fee schedule previously approved by the council that is being implemented with all pre-existing contracts with other municipalities for sheltering services through the Oswego Animal Shelter.

The Clerk’s Office requested consideration for seven companies that have submitted applications and have deposited with the clerk the required fee of $500 for a Major Hauler for a 2018 Solid Waste License.

Randall Griffin, fire chief, requested permission to send one new recruit to the NYS Fire Academy, Montour Falls, from February 25 – May 10.

Funds are budgeted.

The requests were forwarded to the full council for consideration.

Kells continues to screw this city over with unbridled impunity…Why shouldn’t he, our myopic mayor could care less because Kells ‘paid to play’…As if it doesn’t cost enough to fund a wedding nowadays especially if the reception is held at Broadwells …now you can gouge a few more dollars for taking pictures at a public park…The temerity of Kells and all other autocratic politicos in Oz will continue to drive out decent hard working taxpayers to be replaced with more impoverished, and with them more crime and drugs…maybe that’s why you’re digging in the pockets of newlyweds…Keep it up Kells, you’ll be the head of the DPW in a city that you and your ilk have turned into a ghost town…some legacy…Sick of it all, but mainly you…

  2. This city govt is out of its mind. What the hell does Kells have anything to do with charging anyone? Yes, this is the taxpayers property! What will they do if someone does have a wedding, big or just a few people…arrest them for ???? The mayor is getting rich from mayorhood, and many are fuming. Kells thinks he owns the city, with Barlow telling people it is his city and there is no chance he will lose in the next election. Any takers out there? He can be beat, he has lied about everything, and people believe the lies???? Some of the blame has to be attributed to the taxpayers of this city, because they allow this to continue. You have Bell, another contributor to the Barlow salary, who sits in the Board of Ed, making decisions like putting in a stadium with indoor seating…an arena! You’ve got to e kidding! And, if what I read about the deceit by the school system is true, people need to be arrested by the Feds. These people need a lesson in not screwing the taxpayer.

  4. Kells wants to charge people use of a tax payer funded public park. And surprise, surprise the council is for it. I can see renting the pavilion but the park itself? So…..when the park is rented, is it off limits to the public? Way to go Kells. Keep it coming. And for the council to be in favor just proves that there may be some truth in the rumors of this council being hand picked. So Kells, please explain how the renting of a public park will work?

  5. Why should it be limited to weddings. If they are going to consider a wedding an “event” than shouldn’t all events pay for the use of the park? Harbormess? And every other “event” should also be charged!!! Make it fair across the board Kells.

  6. That’s ridiculous! Why does it increase so significantly after 2 hours? Over 4 is $100 PER hour? For a public park? No way.

  7. I agree with everyone. I moved here last April and have commented recently to friends that living in Oswego is similar to late 1950s – early 1960s. Now I can add that Oswego greed by our political groups is certainly 2018.
