Grand Jury Returns Murder Charge

An Oswego County grand jury has returned an indictment against Jay J. Barboni, the man accused of causing the death of his girlfriend’s 15-month-old son in Fulton. The toddler died Aug. 18 while in Barboni’s care. Engel Case Marks First Charge Under ‘Stephanie’s Law’ In Oswego County

Fulton police department’s arrest of a Fulton man accused of using a video camera to secretly record young women in his bathroom marks the first time that an Oswego County resident is being charged under Stephanie’s Law. Enacted in 2003, Stephanie’s Law is named for Long Island resident Stephanie Fuller, who was videotaped by her landlord through a camera he installed in a smoke detector. Though her landlord was convicted only of trespassing, the case spearheaded the law to make unlawful surveillance a felony. […]
