State police in Fulton arrested Harry E. Truax, 53, of 39 Hoyt Rd., Pennellville, Wednesday, charging him with second-degree criminal possession of marihuana, a class-D felony. The investigation evolved following a 911 call that Truax placed Oct. 3.
