Fulton Man Arrested for Endangering the Welfare of a Child

On June 5,  State Police in Fulton arrested Marshell “Lowell” Foster, age 72, from 4 Taylor Ave., Fulton, for one count of Endangering the Welfare of a Child. He is accused of having inappropriate contact with a 12-year-old girl which resulted in his arrest.

John T. HumphreyState Police in Fulton are asking for the public’s help in locating an Oswego man who has been missing since Friday. John T. Humphrey, 48, of 29 Birch Lane Oswego, was last seen on Friday in the city of Oswego.
