State Police arrest Oswego County man on Grand Jury Indictment

OSWEGO COUNTY – On March 3, 2026, the New York State Police Bureau of Criminal Investigation in Fulton arrested Douglas S. Waterbury, age 65, of Oswego, NY, following an Oswego County Grand Jury indictment charging him with:

• Attempted Bribing a Witness (Class E Felony)

• Attempted Rape in the Third Degree (Class A Misdemeanor)

• Patronizing a Person for Prostitution in the Third Degree (Class A Misdemeanor)

The investigation began on June 5, 2025, when State Police were notified of a report of a sex offense that occurred on June 4, 2025.

The investigation revealed that a victim was attempting to secure new housing and was provided a telephone number for a landlord identified as Douglas S. Waterbury. After making telephone contact, Waterbury agreed to show the victim a residential property. Waterbury picked up the victim from their residence; however, instead of driving to a residence, he allegedly drove to an unoccupied commercial building in the town of Scriba.

While inside the building, Waterbury allegedly exposed himself and demanded that the victim perform an oral sex act. When the victim refused, Waterbury allegedly offered money in exchange for the act. The victim continued to refuse, and Waterbury subsequently drove the victim back to their residence.

During the course of the investigation, it was further determined that Waterbury allegedly contacted a mutual acquaintance shared with the victim and attempted to bribe the victim by offering money in exchange for withdrawing the complaint.

Waterbury was arrested at SP Fulton, arraigned in Oswego County Court, and released on his own recognizance. He is scheduled to appear in Oswego County Court on April 27, 2026, at 9:00 a.m.
