Judy K. Blanchard, 54, of Martville, died Monday at University Hospital.

Born in Fulton she was a life resident of the Hannibal – Martville area. Judy was employed by Oswego County Opportunities as a Mental Health Transitional Living Counselor for the past nine years. She was a member of the Martville United Methodist Church. Judy was also a member of the Hannibal Volunteer Fire Company for over 20 years where she was an Emergency Medical Technician and was currently serving as the Assistant Secretary.

She was predeceased by her mother, Kathleen G. Carley who died February 5, 2010.

Surviving: her husband of 35 years, Thomas Blanchard; children, Jodie (Daphne Pople) Blanchard, Nick (Angela) Blanchard, Joshua Blanchard, Amanda Blanchard and “adopted son” Todd Scruton, all of Martville; eight grandchildren; father, Floyd Carley of Hannibal; siblings, Barbara (Mark) Hough of NC, Susan (John) Gombas, Linda (Damen) Morrell, Floyd (Darlene) Carley and Debbie (Jon) Cardinali all of Hannibal, William (James VanNorman) Carley of Rochester; several nieces and nephews.

Services are 10 a.m. Friday at Foster Funeral Home, Hannibal. Burial will be at Martville Cemetery. Calling hours are 2 to 4 and 7 to 9 p.m. Thursday at the funeral home, 837 Cayuga Street, Hannibal.

  1. Darlene Carley and family– I am sorry to hear of Judy’s death, I remember when she worked at OI and always thought she was a super person. I know how much she will be missed by all who knew her.

  4. I am so sorry to hear about Judy’s untimely death. I worked with her at Oswego Industries. My sympathy to her friends, family and to those she worked with at Oswego County Opportunities. My prayers are with you.
