At approximately 4:03 p.m. Thursday, members of the Oswego City Police Department, assisted by the New York State Police Community Narcotics Enforcement Team, arrested Lyle L. Boatman, 45, of 20 Airport Road, Fulton, for allegedly possessing and selling an undisclosed amount of crack cocaine.
