A Mexico man who served prison time for sexually abusing two children has been charged with having sex with a child.Â Police arrested Richard DeStevens on Thursday and charged him with a felony.

Unemployment Rises Again in Oswego County

Oswego County’s unemployment rate jumped again in July, making it the second-highest jobless rate in Upstate New York.

The county unemployment rate rose to 9.8% in July, up from 9.5% in June and 9.4% in July, 2009.
