County Moves Forward With Capital Project Plans

Spending nearly a million dollars now, the county is working to create a system to recover ferrous metals from the ash at the Energy Recovery Facility. The revenues from that system, coupled with state money, are expected to deliver a break-even point in less than two years and reduce the amount of metals going into the county‘s landfill by approximately 2,000 tons each year.

District Growth Should Have Positive Effect On School Tax Bills, Superintendent Says

Taxpayers in the Fulton school district can expect to see a slightly lower school tax bill in the coming year. Superintendent Bill Lynch explained that the levy of $18,037,851 that was set Tuesday evening represents a 3.43 percent increase from the 2007-08 school year but is expected to result in an average tax rate decrease of 4.92 percent. A recent change in the makeup of the district could translate to a bigger decrease, he said.

Murder Charge Sent To Grand Jury

At the end of a preliminary hearing Tuesday, Fulton City Court Judge Spencer Ludington ruled that there is sufficient evidence to hold the case against Jay J. Barboni for grand jury action. Barboni is accused of causing the death of his girlfriend’s 15-month-old son Aug. 18. He remains in custody at the Oswego County Correctional Facility without bail.

Medical Examiner Details Injuries To Fulton Toddler, Rules Homicide

A week ago today, a 15-month-old Fulton boy was reportedly “laughing and playing and healthy and fine” when Jay Barboni picked him up from the baby sitter’s home. Just more than three hours later, the toddler was dead. A report from the Onondaga County Chief Medical Examiner, who ruled the death a homicide, details multiple injuries that the child reportedly sustained during that three-hour span.

Liverpool Man Pleads ‘Not Guilty’ To Murder

Jay J. Barboni is in custody without bail this morning at the county jail, facing a charge of second-degree murder in the death of his girlfriend’s 15-month-old son. Police say they have their man. Barboni’s friends say they don’t believe he is capable of harming a child.
