The Oswego County Sheriff’s Department says Joshua A. Spicer, 14, of 39 Beaver Lodge Road, Altmar was swimming in the lake at midafternoon when someone found him unresponsive in the water. Police and rescue workers were called at about 3:40 p.m.

The Oswego County Health Department is working with the U.S. Department of Agriculture again this year in a rabies vaccine distribution program to prevent the spread of raccoon rabies in New York State. Planes flying over rural northern Oswego County will drop packets of rabies vaccine between today (Aug. 28) and Sept. 3.
The Oswego County Health Department has received notification that 12 additional pools of mosquitoes have tested positive for the Eastern equine encephalitis (EEE) virus.
